I ran into the same problem, but it lasted throughout the entire game.

I purchased the Premium edition on the Windows Store, and the download just wouldn’t work.
I tried launching it several times.

I also explored a few fixes:

    • Windows Update (100% up to date)
    • repair the app Store in Settings
    • reset the store using wsreset.exe

    Nothing seemed to fix it.

I’ve now submitted a request for a refund.

I hope this helps someone save some time!

    Hi pedro Pereira

I understand how frustrating this can be, especially when the base game is available in your Library but the Premium Edition content/DLCs fail with error 0x80070490.

To narrow this down, could you please confirm a few details?

    • Are you signed in to Microsoft Store and the Xbox app with the same Microsoft account that redeemed the Forza Horizon 6 Premium Edition key?
    • When you open the Premium Edition DLC pages in Microsoft Store, do they show as Owned/Install, or do they still show a purchase option?
    • Was the key purchased for the same region as your Microsoft account/Windows region?
    • Are you using any VPN, proxy, third-party antivirus, or network filtering tool while downloading?

In the meantime, please try the steps below and check the DLC download after each step:

    1. Check account and region
    • Please make sure the account that redeemed the key is being used in both places
    • Open Microsoft Store > select your profile icon > confirm the account.
    • Open Xbox app > profile icon > confirm the account.
    • Go to Settings > Time & language > Language & region and check that the region matches the region of the redeemed content.
    • Then open the Store page for the Premium content/DLCs and check whether they appear as owned.
    1. Update Windows and Microsoft Store apps
    • Go to Settings > Windows Update > Select Check for updates and install all available updates.
    • Restart the PC > Open Microsoft Store > Library > Get updates.
    • Let Microsoft Store, Gaming Services update if available.
    1. Repair or reset Microsoft Store
    • Go to Settings > Apps > Installed apps.
    • Search for Microsoft Store > Select Advanced options.
    • Choose Repair first.
    • If the issue remains, choose Reset.
    • Reopen Microsoft Store and test the DLC download again.

While my initial response may not fully resolve the issue, I truly appreciate your cooperation as we work together toward identifying the most effective solution. Thank you so much for your understanding.

Follow these steps in order and test the Forza Horizon 6 Premium content after each major step:

    1. Confirm account, region, and entitlement
    • Make sure Windows and Microsoft Store are signed in with the same Microsoft account that owns the Forza Horizon 6 Premium Edition.
    • Check that the PC region matches the region where the game/DLC is available. Some content is region‑restricted and may not appear or install if the region is different.
    • If the DLC does not show as owned in the Store product page, it may be an entitlement issue and requires contacting support.
    1. Check if the DLC is hidden by compatibility or availability The Store can hide or block install buttons when content is not compatible with the device or not available in the region:
    • Some apps or games (and DLC) are not available worldwide or on all device types.
    • Microsoft Store automatically hides or blocks the purchase/install button on items that are incompatible with the device. If the DLC page does not show an Install button or shows compatibility warnings, this is likely the cause.
    1. Restart PC after updates If Windows updates were recently installed, restart the PC before trying to install from Microsoft Store again. Pending restarts can block Store installs.
    2. Reset Microsoft Store cache (wsreset) If not already done exactly this way, reset the Store cache:
    3. Press Windows logo key + R to open Run.
    4. Type wsreset.exe and select OK.
    5. A blank command prompt opens; after about 10 seconds it closes and Microsoft Store opens automatically.
    6. Sign in again with the account that owns the Premium Edition, then try installing the DLC.
    7. Ensure the PC is authorized for Store apps If the PC is not authorized for the Microsoft account, some content may not install. Verify device authorization using the guidance in Manage your devices for Microsoft Store (linked from the context) and confirm this PC is added to the account.
    8. Try installing via Xbox app (if available for this title) For some games, especially Xbox/PC titles, installation works more reliably through the Xbox app:
    • Open the Xbox app on Windows.
    • Sign in with the same Microsoft account.
    • Go to My Library and locate Forza Horizon 6 and its Premium content.
    • Try installing the DLC from there instead of directly from Microsoft Store.
    1. If DLC still will not install If the base game installs but Premium DLC consistently fails with 0X80070490 after these steps, the issue is likely on the service/entitlement side. In that case:
    • Collect screenshots of the error and proof that the Premium Edition is owned.
    • Contact Microsoft Store or Xbox support and reference the specific DLC items that fail to install so they can correct the entitlement or backend issue.
