My hotmail account will no longer receive email from a yahoo account

My hotmail account will no longer receive email from a yahoo account, but it used to be okay until today and it allows me to send to a yahoo account. I have checked the rules, junk mail and block list, and even add the yahoo account to safe list. But still not working. Any ideas what happened?

    inbound mail from Gmail (and a few other external providers, including Yahoo) being heavily delayed or not arriving at all, while outbound mail from Outlook works normally.
