Account creation has been blocked

Hello,

I am trying to create a Microsoft account for my child so that I can add and manage it through Microsoft Family Safety.

In the past, I successfully created another child account for my other child without any issues. However, this time I encountered several problems during the account creation process.

Initially, the email verification codes that were sent to validate the email address did not work. Since these are simple 6-digit codes, I am confident they were entered correctly, but the system kept rejecting them. It appeared that there might have been a technical issue or bug.

After that, I tried creating the account directly through a Family Safety invitation. This allowed me to progress further in the process, but in the end I received the following message:

"Account creation has been blocked."

Unfortunately, no additional information was provided, and I could not find any way to contact support directly from that page.

Could you please help me understand why the account creation is being blocked and how I can complete the setup?

For reference, I am using an email address hosted on my own custom domain.

Thank you for your assistance.

Claudio

A personal Microsoft account cannot use custom domain email address. When you said 6-digit code that tells me Microsoft is treating it as a work/school account, which is the problem.

Microsoft explains it here that work or school account cannot be the alias. https://support.microsoft.com/office/add-or-remove-an-email-alias-in-outlook-com-459b1989-356d-40fa-a689-8f285b13f1f2

you should be able to create an account using the offered outlook.com domain.

Account creation for children can be blocked when Microsoft detects unusual or potentially risky activity, or when verification and consent requirements for child accounts are not successfully completed.

From the described behavior (verification codes failing, then “Account creation has been blocked”), the most likely causes are:

    1. Unusual or high-volume verification activity
      • Multiple attempts to request or enter verification codes (especially in a short period) can trigger protective blocks.
      • Microsoft may temporarily stop sending or accepting verification codes or block the creation flow when activity deviates from normal patterns or appears automated.
    2. Verification method or delivery issues
      • Verification codes are only sent to addresses or phone numbers configured as security info or primary aliases. If there are repeated failures or misalignment between the email used and the configured verification methods, the system can block further attempts.
      • Heavy compromised traffic or regional issues can also delay or block code delivery and validation.
    3. Account protection and policy enforcement
      • Microsoft enforces strict protections for child accounts and Family Safety scenarios. If the system flags the sign-up or verification attempts as risky (for example, due to repeated requests, unusual network behavior, or other automated signals), it can temporarily block account creation to protect both the parent and child accounts.

To move forward and complete setup, the supported options are:

    1. Pause and retry later with fewer attempts
      • Avoid repeated verification requests in a short period. Wait at least 24 hours (up to several days if needed) before trying again, as temporary blocks often clear automatically.
      • When retrying, complete the process in a single, clean attempt if possible.
    2. Use a different verification method or network
      • If verification is tied to a specific method (for example, email to the custom domain) that is being blocked, try another verification method already associated with the parent account (such as a different email or phone) when prompted.
      • Switch networks (for example, from home Wi‑Fi to mobile data) to rule out network-related blocking.
    3. Check for broader account or verification issues
      • If verification codes are not arriving or are consistently rejected, review the guidance in the verification-code troubleshooting article and ensure there are no blocks due to unusual activity or excessive requests.
      • Make sure the parent account itself is not locked or restricted, as that can indirectly affect child-account creation and Family Safety operations.
    4. Use Microsoft’s sign-in helper and support channels
      • Run the sign-in helper tool to identify any sign-in or verification issues related to the parent account and follow the recommended steps.
      • If blocks persist and prevent completion of the child account setup, contact Microsoft Support via the official support entry points and describe the block, including that it occurs during child account creation for Family Safety.

Because support agents cannot override verification or send codes directly, resolution typically involves waiting out temporary blocks, reducing repeated attempts, and using alternative verification methods or networks.
