How to unblock my student's account ?

Hello,

I am helping students to submit application to universities, and I often create Outlook emails for my students. Recently, some of accounts are blocked and I really don't know why. These emails are used to receive information from Universities, such as admission offers and interview schedules. It's worse that the new account was created successfully and registered to the university, but today we cannot log in to receive an offer from the University. We follow all required instructions to unblock it, except the information about the sent email because there is no sending out email. Kindly help to instruct us the other way to unblock this account.
