So for anyone confused like I was at first when you reach this step of the problem process it is quite simple.

So first you will want to select partition 3 as your OS partition index. This won't erase your OS primary partition. That is part of a different partition created on the same volume as C: Disk. Do this step first. Then follow the directions for this partition 3 to complete this process for the OS primary partition.

Second, you will want to select partition 4 as your WIN RE partition. Simply from here follow the directions for this one like you did for your OS partition index.

Then just follow the remainder of the steps listed here to completion. Exit Command Prompt.

Try to reinstall the update for Windows Recovery Tools. It should successfully download and install the update this time.

I hope my clarification of these Windows Update instructions to download and install this update helps anyone else that is run into the same problem as me.

Please open Disk Management and maximize it. Post a screenshot. The 118 GB partition might be the OS partition. Especially because there are two disks, we need to check the Diskmgmt screenshot.
