Azure Ad Ds join device user cannot change password

I have an Azure Ad Ds that users are connected but they can't change their password from a local machine (Using Alt+Ctrl+Del)
But we can change it in portal.azure.com is it possible to do it on the local machine?

    Depending on your AAD SSPR/on prem configuration, there could be some limitations and prerequisites required to met for this feature to work.
