All legacy applications support lift and shift migration to Azure? If Not, which kind of applications are out of scope?

    I would start with the Azure migration guide overview documentation followed by some scenarios. Different services will have different migration strategies, so it depends on the architecture of your application. Azure Web Apps has an assessment tool while Azure SQL has migration assistant workflow. It all depends on what you are wanting to lift and shift.
