We are migrating file shares using SharePoint migration manager.
Task execution was successful. Taken download of report but report shows all records are failed with SERVER FAILURE Errors or timeout for Server Processing the file:Not all the items in the package have been migrated

According to my research, the cause of this error is more complicated, let's do some troubleshooting to narrow down the scope of the problem:

1. It is recommended that you look at the local Migration Manager logs first to see whether there is any cause of the problem.
2. Follow the official documentation and re-migrate to see if there is a problem with the previous steps. After the operation is complete, check the report and local Migration Manager logs again to see if the situation is still the same.

I have a similar incident open with Microsoft Support, there is a known service interruption in using the SPMT/Migration Manager tools towards Sharepoint Online (Teams Channels)
