We’re unable to validate your phone number

while creating a new account at dev.azure.com. When I'm trying to get verification code to verify phone number. when I click on Send Text or Call me, I get an error on new page "We’re unable to validate your phone number". 277803-screenshot-5.png

    Same in egypt, my phone number: +201111079032, when i enter 1111079032 it gives me the same error
