Exchange online have a stronge capacity of send emails

but if u still need actived this service, Microsoft has a complete library of this information.

unfortunately it's not as simple as a single command like 3-part services enable with exchange online.
if your team or you do not have the knowledge to activate the service, I recommend that you look for a partner, it is very easy...

As mentioned here, currently email service in ACS is in preview and it supports high volume sending for A2P(application to person) use cases as well.

We have a set of limitations on sending the high volume of email messages which were listed here.

Could you please help us with more information on your requirement (about application/workflow) to understand better and assist you further on this.
