ADFS -Azure MFA Not Working

Question

Hi Everyone, We are using ADFS 2016 and enabled Azure MFA for external logins. Completed Azure proof-up manually for accounts and when we try to access from outside, ADFS is still reporting "For security reasons, we require additional information to verify your account" can anyone assist in fixing this ? All internet blogs are mentioned about manual proofup for MFA but we already have that.
