The Efficiency Mode in Microsoft Edge and Task Manager are different things with the same name. You have successfully turned off the Efficiency Mode from Microsoft Edge. As to the one from Task Manager, AFAIK, you can only turn it on/off directly in Task Manager via the option "Efficiency mode" or right click to uncheck "Efficiency mode".
UPDATE
After an investigation, currently there's no such solution to permanently disable the task manager efficiency mode for Microsoft Edge. This behavior seems to only occur in Windows 11 22H2. Windows 11 21H2 and Windows 10 both disable power throttling by default. I suggest sending feedback using Feedback Hub to Windows 11 Team and pressing Alt+Shift+I in Edge to Edge Team.
