    Thank you for your post and I apologize for the delayed response!

    I understand that you're having issues adding an external user(s) to your Azure AD tenant. In order to add Guest user(s), you'll need to make sure you're logged into an account that allows you to create users, such as a Global Administrator or a limited administrator directory role (for example, Guest inviter or User administrator).

    If you're logged in with a user with the correct permissions/role assignment, you'll also need to make sure that your organization's external collaboration settings are configured such that you're allowed to invite guests.

    For more info - Configure External Collaboration settings in the portal:

    1. Sign into the Azure portal using a Global administrator account and open Azure Active Directory.
    2. Select External Identities > External collaboration settings.
    3. Under Guest invite settings, ensure that "No one in the organization can invite guest users..", option isn't selected.

    • If you have the correct permissions, your organization's external collaboration settings aren't most restrictive, and you're still having issues, can you share any error messages that you're running into?
