@TCStevie, Thanks for posting in Q&A. For conflict, it means there's an existing setting on the device that Intune can't override. Or, you deployed two policies with the same setting using different values.
For BitLocker policy, there are many places we can configure. We can configure it under Endpoint security disk encryption policy or Device configuration profile for endpoint protection.

To troubleshoot our issue, please click the setting and see which policy it is conflict with and remove the other policy or remove the same setting in the policy to make it work.
