Azure - Conditional Access - Terms of Use

I am trying to create a new Terms of Use, however, when I go to create one, not all the options are visible to configure. I can see the text labels, but the toggles etc. are not visible. I've tried using an inprivate session/clearing cookies etc. to no avail. Am I missing something or is there an issue?

Any help, greatly received.

Many thanks.
