Just a question with regards to licenses for PIM,

Is the license per user, or per eligible role assignment ? so if I have 1 admin to that I will assign an eligible role in x5 subscriptions, do I need 5x licenses?

Also, do I need to manually add the user under the licenses in AD or it will automatically add the user? Currently we have 10 licenses for p2, but not sure how PIM is tied up to this license as I was able to setup PIM, assign eligible users, tested, etc but still worked.

please advise.

    It's per user, which cover any "extra" eligible assignments. As for assigning the license, Microsoft does not enforce licensing requirements in code for many of its products. Which of course doesn't mean you can use the feature "for free", you are still required to have sufficient licenses provisioned in the tenant.

    I'd still recommend assigning the license, as other features might depend on it, and at some point Microsoft might start enforcing it for services that didn't check for license assignment previously.
