    HI ,

    You can create a custom image for Win 2019 Server Standard edition and have that in ISO format.

    Once that is done , you can directly mount it from within the 2012 Server and follow the steps , select to keep the settings and complete the inplace upgrade.

    We have done this activity for 100s of servers from 2012 R2 to either 2019 or 2022 Server Standard version.

    Welcome to the MS Q&A forum.
    As of my last knowledge, Windows Server 2012 R2 Standard does generally support in-place upgrades within Azure to Windows Server 2019 Standard Edition.

    Currently, built in-place upgrade in Azure supported from to:

    • Windows Server 2019 can be upgraded to Windows Server 2022
    • Windows Server 2016 can be upgraded to Windows Server 2022 or Windows Server 2019
    • Windows Server 2012 R2 can be upgraded to Windows Server 2019 or Windows Server 2016

    Windows Versions Not Yet Supported for In-Place Upgrade in Azure

    • Windows Server 2008 R2 Datacenter
    • Windows Server 2008 R2 Standard
    • Windows 2003 Server

    Client

    • Windows 8.10
    • Windows 7 Enterprise

    For versions of Windows that are not currently supported, create an Azure VM that's running a supported version. And then either migrate the workload (Method 1, preferred), or download and upgrade the VHD of the VM (Method 2). To prevent data loss, back up the Windows 10 VM by using Azure Backup. Or use a third-party backup solution from Azure Marketplace Backup & Recovery
