Outlook keeps downloading MailBox

Hello all,
Hope you're doing great !

I've been facing the following problem :

A user signs in to Microsoft Outlook desktop after a fresh OS install.
Outlook starts downloading the mailbox (about 3.99GB) and it gets stuck at 1Kb before restarting the whole download. this goes on and on.

Also, meanwhile the mail keeps downloading, new messages never arrive until outlook is fully closed and opened again.

I've tried updating MS Office and all the new updates found on Windows Update with no luck.

    There are a few other things you can try to resolve this issue:

    • Try running Outlook in safe mode:
    1. Press the Windows logo key+R, type Outlook /safe, and then click OK.
    2. If the issue is fixed, click Options on the File menu, and then click Add-Ins.
    3. Select COM Add-ins, and then click Go.
    4. Click to clear all the check boxes in the list, and then click OK.
    5. Restart Outlook. If the issue doesn't occur, start adding the add-ins one at a time until the issue occurs.
    • Delete the Outlook profile and set it up again. Go to Control Panel > Mail > Show Profiles > Remove the profile that causing issue, then re-add the account.
