Hi Team,
We are using Windows 10 and Windows 11 OS Platforms to our user machines. Last week (12.10.2023) our users update the Windows Update service pack (2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5031354)). After update the service pack windows 11 user machine taskbar is not showing. I try to uninstall the update but again it's downloading automatically. so please give the detailed explanation for why the taskbar is not showing after update. Already we checked the same issue in Three user machines, the same issue occurs.

I have this issue too on a notebook with the update 22621.3807 (22H2 Release channel, NOT insider).
I have tried executing CMD.EXE with the Task Manager, and I have run "SFC /SCANNOW", "DISM /ONLINE /CLEANUP-IMAGE /CHECKHEALTH", "DISM /ONLINE /CLEANUP-IMAGE /SCANHEALTH", "DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH", and found no problem.
I have rebooted multiple times. There was no pending windows updates to apply.
Windows 11 (official release) is now completely unusable.
This occured with the recent system update applied automatically by Windows Update at end of the night on Saturday 15 June 2024. There's no way to revert it as there's no tool accessible, this update is not listed in the Control Panel. I know it is there because it is listed in the Control Panel's "System Maintenance", that also shows that it had a problem applying the "WinRE" update for boot. Secure boot was enabled in UEFI/BIOS, and is still enabled, but now Windows says that it is not running in secure boot mode.
Visibly the 15 June automatic update of Windows 11 22H2 failed to properly install its secure boot mode (apparently needed for supporting its "High Performance v2" counters that are no longer working). Everything in windows that depends on performance counters (including task/thread scheduling) is broken.
Running on a genuine version of Windows 11 22H2 with an AMD/ATI 64-bit processor.
I also tried adding a new user with the admin command line:
NET USER "admin" "password" /ADD
Then logged off to logon with it: the OOBE starts installing apps in the new user profile. Then after a couple of minutes, the desktop appears, but still NO taskbar, and the same weird behavior of the Task Manager (with empty "performances" tab, empty "Details" list of processes, only the user processes can be viewed once but they are never refreshed).
(the trick given previous to reinstall appX for the user account with a Powershell loop does not change anything: creating a new user account already does that on the first logon with OOBE).
All "scheduled" tasks are NOT working and everything that depends on performance counters or timing (there are probably scheduled events, supposed to occur after some maximum time, but they never occur).
Definitely the recent update of Windows 11 22H2 Release (build 22621.3807) applied automatically on June 15 is completely broken, or does not work at all with AMD processors and it also breaks the secure boot (Windows persists now running in legacy boot mode: possibly the failed update of WinRE, even if its partition is clean and has much enough free space, and of the Windows bootloader is at fault).
Note: the Control Panel for the Device Manager shows NO device problem: all devices are reported correctly, including the TPM.
None of the programs for the "Immersive Control Panel" (aka "Settings") are working (launching them individually from \windows\system32 does nothing, except asking for the main admin pin in UAC prompts).
The Shell Immersive Host is not running. The Task Manager sometimes hangs (in addition of not refreshing its listed processes for the current user, and displaying no processes at all in "Details" for all user, and displaying NO performance monitors graphics) with some of its options trying to open some "Settings" tools (in that case the Task Manager hangs and crashes).
Only the Explorer.exe works to browse files, and MSEdge for the internet.
The Comment Hub is also NOT working, does not start: nothing displayed. Apparently it depends (like the Settings panel) on the ShellImmersiveHost, which does not work, due to broken HighPerformance v2 timer; possibly a broken scheduler in the updated Windows kernel.
In summary this is a VERY CRITICAL bug of the new Windows kernel automatically updated in the RELEASE channel, making Windows completely unusable.
I also tried to reinstall Windows on top, with the current release of the ISO, but it just wants to ERASE everything (because the update unexpectedly applied in the release channel has upgraded a version and is NOT compatible with the current released ISO. Microsoft has forgotten to build a matching ISO for reinstalling Windows.
Reinstalling Windows is not an option if all it can do is ERASE everything (all documents, apps, preferences and data). There's also NO option possible to backup these personal data. This should never happen in the official Release Channel, so Windows Update pushed a MALICIOUS unsupported version without asking for permission prior to installing such updates !
Windows Update pushed on 13 June 2024 then an automatic nightly update to the Release Preview (Beta) channel WITHOUT PERMISSION. The PC was initially installed with the official 22H2 Release version (with a purchased licence) and NOT subscribed to any Insider version!!!!

I had same issue with a new laptop (April 5th 2024) when I updated after a fresh Win11 install. I uninstalled one-by-one until I removed KB5036212 which restored the taskbar.

I am having the same issue combined with blue screen errors, which makes it extra frustrating because when I try uninstalling updates or installing new ones it gets interrupted by bsod. ALSO ON THE DESKTOP THE SCREEN FLASHES BLACK INTERMITTENTLY AND CLOSES APPLICATIONS I OPEN.

I have the same issue as Gabe, all noted symptoms plus explorer crashing and black screen flashing. Cannot open windows update, or any applications, it just says it cannot find the file specified.
Windows 11 reinstall fails, removing updates doesn't help, registry keys do not help, different profile is the same.
Following this thread for answers.
