OpenAI Web App deployment does not create resources nor finish

I have similar issue as described in this question and this question.
I am trying to deploy a chat web app to Azure with gpt-35-turbo model and my own data. The data source is Azure Cognitive Search. Data field mappings are as below:
Basically I get to the point where I can click blue 'Deploy' button on 'Deploy to a web app' prompt, but after that nothing happens. The resources do not show up in Azure nor does the deployment in the resource group deployment section. The deployment just runs in OpenAI studio without finishing.
We managed to deploy an identical web app with the same settings in the beginning of September, so I am wondering what is the issue now.

romungi-MSFT 48,796 Reputation points Microsoft Employee2023-10-25T10:23:59.2466667+00:00 @Aino Vuorio I think there was a deployment issue previously that caused the earlier deployments to fail. I have tried deploying a webapp today and it seems to work in my region(eastus). Based on your issue description, it looks like the resources are not even created as you could not find the resources in Azure portal. Do you see any additional logs in your developer console of your browser when the request to deploy is made from Azure OpenAI portal?

2023-10-25T10:38:01.3566667+00:00 I tried the deployment without enabling Chat history and it worked with all the same values. Therefore there seems to be an issue with the CosmoDB and chat history. I could not access any CosmosDB configurations through the OpenAI Studio, so I am wondering where to find details about the failed deployment? If I choose to include the chat history, the resources are not created at all.
I have tried elevating my roles in Azure so it is not an authorization issue.
