Unable to install open SSH server on windows server 2019

I am trying to install open SSH server on Windows but it's getting failed with error 12002 code.

Need assistance on fixing this open ssh server installation offline.

I followed the instructions and still got error, when installing ssh server

What can you tell us about the state of this machine? In your question you used the word "offline". Does this machine have internet access?

What about updates? Have you installed the latest Windows Updates? Have you had problems installing updates? Have you run the Windows Update troubleshooter to try to resolve issues?

Have you rebooted recently?

I put together a "IsWindowsHealthy.bat" file that runs the standard tools to look for common problems. Give that a try and see if it detects any errors.

I have not personally done this, but I have found these links that may help you.
