How can a non-partner customer become a verified publisher for internal purposes?

Is it possible for a standard - not necessary enterprise - customer to become a "partner" without becoming a real partner to be able verify themselves as a publisher for their internally used Application Registrations?

Depending on the interpretation of GDPR and other privacy laws, it is possible that global consent on behalf of ALL people is not allowed per internal company policy.

    @David Sass ,

    You need a partner account to mark an application as publisher verified. There isn't currently a test option without being a real partner. The prerequisite requirements list for publisher verification says, "The developer must have an Partner One ID for a valid Microsoft Cloud Partner Program account that has completed the verification process. The CPP account must be the partner global account (PGA) for the developer's organization."
