Unable to reset MFA for user account

I am having trouble resetting the MFA for a user account. I keep getting an error message that says "Delete operation failed. Try this command again or delete them one by one in the user authentication methods blade." Is it possible that this issue is related to licensing?

    @Mohamed Khalifa Thank you for reaching out to us, As I understand you are trying to reset the mfa for one of the users within Microsoft Entra ID.

    To reset user password, re-register for MFA, or revoke existing MFA sessions from the user account

    Follow the below steps

    Sign in to the Microsoft Entra admin center as at least an Authentication Administrator.

    Browse to Identity > Users > All users.

    Choose the user you wish to perform an action on and select Authentication methods. At the top of the window, then choose one of the following options for the user, among the options Require re-register MFA will help to reset MFA for the user account.

    Require re-register MFA deactivates the user's hardware OATH tokens and deletes the following authentication methods from this user: phone numbers, Microsoft Authenticator apps and software OATH tokens. If needed, the user is requested to set up a new MFA authentication method the next time they sign in.
