It seems like you are having trouble obtaining a phone number for your Communication Service. Based on the error message you received, it appears that your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products.
To resolve this issue, you may want to check if your subscription is a paid Azure subscription. Phone numbers cannot be acquired on trial accounts or by Azure free credits. Additionally, you may want to ensure that your billing address is in a supported region.
You can check the supported billing locations on the subscription eligibility.
If you have confirmed that your subscription is a paid Azure subscription and your billing address is in a supported region, you may want to reach out to the Azure Communication Services support team for further assistance.

To acquire a phone number, you need to be on a paid Azure subscription. Phone numbers can't be acquired by Azure free credits. Also, due to regulatory reasons phone number availability is dependent on your Azure subscription billing location.
