Same issue on an extremely clean and new Windows 10 Pro installation. Flow_p's link to the already reported problem was useful. The inner solution was changing the recovery partition size. I followed this guide exactly and rebooted, and the update installed:

    Solution that worked for me:

The first requirement is to have 250 megabytes of free space in the recovery partition.

But the Recovery partition may not be recognized by the system. This can be because of some disk /partition operations (like move, migrate etc.). In elevated (admin) cmd.exe please type: reagentc /info. In reply you may get 'Windows RE status: Disabled', which means not recognized.

To fix this, I copied from the Recovery partition \Recovery\WindowsRE\ReAgent.xml -file to %windir%\system32\Recovery\ -folder (by replace). That after the cmd.exe -command 'reagentc /info' did find Windows RE status as 'Enabled'.

Restarted Windows and then the Security update (KB5034441) in Windows update had no more errors.

Good source for a "fix" - or, how to block the update until Microsoft actually fixes it.  https://www.askwoody.com/2024/quick-video-to-showcase-how-to-hide-kb5034441/   which points to the tool (from microsoft) found here: https://blockapatch.com/

I tried the very complicated workaround and had zero success. And, I tried this over 3-4 days. Through sheer frustration, I overcame this problem by installing Tiny11 - produced by NTDEV as a de-bloated Windows 11 installation. https://archive.org/details/tiny-11-NTDEV I downloaded Tiny11 and used 7-Zip to expand the ".iso" file into a separate subdirectory I named "tiny11 b2(no sysreq)". This takes up 3.63GB as compared to 6.63GB for Microsoft Win11_EnglishInternational_x64v2.iso My Tiny11 upgrade takes up 210GB on my hard drive. This includes all of my documents and gaming files. So far everything seems to function perfectly OK. My second solution to this problem was to try installing the Windows 10 Pro upgrade to Windows 11 Pro using an older build. I used 21H2 because I found it on a disk drive. It also upgraded well using the same system of unzipping the ".iso" file and running "setup.exe" and choosing the :Upgrade and keep all files" option. However, in this case, being such an old build, there may be security risks. There is obviously something in Microsoft Windows 11 23H2 which is "borking" the upgrade process. Hopefully my upgrade won't end in tears.
