Intune Windows update rings - Update windows 11 why all capable devices cant upgrade to windows 11

Hi, I just want to ask, I enable the windows update rings upgrade to windows 11 and its runs almost a month. My question is upon checking on my windows update report and saw the devices are capable, but the devices are not upgrading to windows 11. All the system requirements are okay because its Capable. any idea what causing the devices not upgrading to windows 11? for the OS version I'm pretty sure it's okay to upgrade to windows 11. Thank you.

I typically create the Feature Update policy to transition devices to Windows 11. Currently, I'm in the midst of an ongoing upgrade from Windows 10 to Windows 11, affecting approximately 400 devices through the Feature Update policy. I have also written a guide on this here:

@Darren Ramos, Thanks for posting in Q&A. For our issue, we can firstly check the registry keys under the following location to see if the setting has been deployed to the device.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\current\device\Update.

Meanwhile, please check if there's any GPO with update policy set on the device. As I know, GPO will win over Intune policy to take effect.

If the related registry key in the above location is created, but it is still not working. That means the issue is on windows devices side. You can check the WindowsUpdateClient event log to see if there's any more finding.

@Darren Ramos, Thanks for the reply. You can also create a feature update policy in Microsoft Intune to deploy the Windows 11 version you want to upgrade to. This is because the update rings policy specifies how and when Windows as a Service updates your Windows 10/11 devices with feature and quality updates, while the feature update policy is used to upgrade eligible Windows 10 devices to Windows 11.
