Azure VM agent status not ready. after reboot in VM

I cant access my VM after rebooting it, then I check the azure portals, it says that the agent is not ready

    What should I do if my Windows Azure virtual machine agent status is not ready?

    It sounds like you're Guest Agent isn't installed or it isn't working correctly based on a freshly rebooted VM that has been started with and Agent Status of Not ready. There are troubleshooting steps for the VM Agent however most of these require that you be able to connect to your VM.

    I would check the Azure boot diagnostics to confirm that your VM is starting successfully (if not, we'll need to troubleshoot why it isn't booting successfully:

    If it is starting without issue, then we'll need to troubleshoot the RDP issue before we can troubleshoot the VM Agent:

    The combination of both the Guest Agent issue and not being able to RDP has me curious about the VM health though. Has this VM worked in the past? If it has, redeploying your VM may be a good option to look at (or possibly looking at changes made prior to the reboot) and if not, we will want to look at how your VM was created.
