Before doing this, we need to enroll the device into Intune. To enroll the device into Intune, we need to ensure the user is with Microsoft Intune Plan 1 license assigned. Please go to Microsoft Intune admin center, select Users > All Users > choose a user > Licenses.
Meanwhile I notice you mentioned windows 10 virtual machine. Is this an Azure virtual machine or a virtual machine in Hyper-V.?

For corporate device, you can enable Windows automatic enrollment in the Intune admin center, select Devices > Enrollment > Automatic Enrollment. In the configuration, you set the MDM user scope
Then on device side, go to Open the Settings app > Accounts > Access work or school > Connect. In Alternate actions, select Join this device to Azure Active Directory, and enter AAD account This step joins the device to Microsoft Entra ID. And with automatic enrollment configured, then the device will be enrolled into Intune at the same time.
After the device enroll into Intune, you can see the device in Intune portal under Devices, All devices.
Then you can create a device group or user group to assign the app to the group to deploy Microsoft 365 app.
