How to license workstations with multiple windows 11 VMs for single-user local access effectively?

Hello and thank you for your time reading this. We plan to deploy workstations to our users and for their development needs they will need to have 1-3 windows 11 local virtual machines at their disposal. Trying to find the best way to license a setup like this ,besides a Windows 11 GGWA license per device (treating each VM as a separate device) ,I came across the Enterprise licenses.

Those editions are listed explicitly as a step-up license, so to my understanding a valid standard windows license is required anyway on each device. My questions:

Α) Whether i have understood the enterprise editions licensing model correctly and

B) Whether there is a more efficient way to license such a setup ?
