When i Try to create a new resource for my training it dosent read that i am training and is requestion that i get a subscription but that is suppose to be given for me to be able to do the training.

Although you don't need a subscription for a Sandbox, you do need a Microsoft account:
Do I need an Azure account to use a sandbox?
No. All you need is a Microsoft account to sign in with. If you don't have one, you can create one for free.
