Multi Admin Approval error in Intune

I am trying to assign a M365 app configuration using intune, which requires Multi Admin Approval, i raised this request as user with roles Global Administrator and Intune Administrator, then i tried to approve this request with another account with the same roles as above, but i am getting an error, saying the Requesting user does not have proper permissions to approve, the Apps were assigned to a group under the Available for Installation options, i have also tried adding both users to this group.

Is there something that i am missing? The first account i used to raise the request has Microsoft 365 Business Premium License and the account i used to try and accept the approval request do not have this.

    @Anandu Ramachandran, Thanks for posting in Q&A. For the second account to approve, it also needs Microsoft Intune Plan 1 license. Or if organization allows unlicensed administrators for Intune roles, all approver groups must also be a member group of one or more Intune role assignments.

    That is to say, we can choose one of the following two options:

    Option 1: Assign Intune license to the approver.

    Option 2: Add all approver groups to Intune role assignment.
