App Insight metric signal alert not fired when it "should"

Sometimes the alert rule missed to be fired when there're Failed requests in lookback the time window, 5 minutes on a 1-min interval.
We setup the alert according to https://learn.microsoft.com/en-us/power-platform/admin/app-insights-cloud-flow#create-alerts-for-cloud-flow-run-failures
We've setup data export from Power Platform environment per this doc:

For example, there were failed requests between 02:00:00 AM to 09:00:00 AM on 08/28, and the preview widget also showed that the alert should have been fired based on the condition setting:
However, according the alert history, alerts were not fired for these time period the nearest alert was only fired until 09:13:00 AM, 08/28:
