How to enable the subscription to create Function Apps & Web Apps

Question

I'd like to report an issue in our subscription where each time we create Function Apps/ web Apps from the UI, we come across an error message: "The subscription 'x' is not allowed to create or update the serverfarm."
Note: The needed resource providers are enabled.

• Retry to provision the App Service after a few hours.
• If your requirement fits, try deploying in a different region.
• (updated) Use the Free Tier to get started.  
• If you continue to receive this error, please raise a a support ticket for a closer investigation.
