Deployed the Defender for IoT sensor multiple times with multiple different versions, getting an Activation file not valid error. I have tried creating multiple activation files with the same error.
Verified we can ping out from VM, verified time stamp/ntp settings, system validation says everything is happy and running. READY TO THROW OUT WINDOW.
VMWare esxi 6.7 U2, tested with version 25.x, 23.x, and 22.x

Please check below areas for troubleshooting
Network Configuration:
You mentioned that you can ping out from the VM, which is great. However, ensure that all required endpoints are accessible.
If your sensor needs to connect through a proxy, double-check that it’s configured correctly in the Sensor Network Configuration.
You can find the list of required endpoints in the Azure portal.

Onboarding Process:
If you’re trying to switch sensor management modes or updating from a recent software version, you might need to delete the sensor from the Azure portal and re-onboard it to generate a new activation file.

The 25.1.1 release was buggy so we weren't able to configure it properly, which is why we tried the older versions. Once they released 25.1.2 I went ahead and tried deploying it again and it went through with the activation file.
