Command prompt access denied

I'm having a problem running commands in cmd.exe on Windows 7 Professional x64.

Even when I select Run as Administrator when launching cmd.exe, many commands such as chkdsk, ping, tracert, net user, etc. are just responding with Access is Denied.

I found out through the task manager that the privileges were changed. I modified those back to allow. But I'm still getting that access is denied message.

I'm stumped here.

    Hello arcademan10,

    Thank you for posting with the Microsoft Answers Forum.

    Have you tried to disable User Account Control temporarily and see if you can then access the utilities?

    You don’t have to completely disable UAC if you don’t want to.

    Just type UAC into the start menu or Control Panel search box.

    You can simply drag the slider up or down, depending on how often you want to be alerted.

    If you drag it all the way down to the bottom, you’ll have disabled it entirely.

    Check and see if you can access your program utilities.

    i Have a problem just like that whe i turn the PC on is just open a black screem but in the top of that screen open the command and in there say Access is Denied the mouse move and i type write is just have the command open.... when i turned on the screem to put the password work but after that nothing work i need help

    Can microsoft engineers and designers please fix your mindset on how the entire user permission works?

    You are still in cave. Apple and other OS are doing great job in not asking users to involve all the tehnical stuff of your OS. Majority of users are just normal users which whey dont have time to read and tweak your complicated settings. What's the point confusing users with your complicated settings? If you want to show off, just show off with the tech community, not your users. You are wasting a lot of our time. 

    Look at your help section. Do you think users spend time to read? They are all straightforward answers which do not help at all. After all these years of Apple products in the market and you still don't accept the fact. 

    For this UAC, its totally redundant and everybody know that.
