Command prompt access denied

I'm having a problem running commands in cmd.exe on Windows 7 Professional x64.

Even when I select Run as Administrator when launching cmd.exe, many commands such as chkdsk, ping, tracert, net user, etc. are just responding with Access is Denied.

I found out through the task manager that the privileges were changed. I modified those back to allow. But I'm still getting that access is denied message.

I'm stumped here.

    Thank you for posting with the Microsoft Answers Forum.

    Have you tried to disable User Account Control temporarily and see if you can then access the utilities?

    You don’t have to completely disable UAC if you don’t want to.

    Just type UAC into the start menu or Control Panel search box.

    You can simply drag the slider up or down, depending on how often you want to be alerted.

    If you drag it all the way down to the bottom, you’ll have disabled it entirely.

    Check and see if you can access your program utilities.

    This isn't an adequate response. When using the Windows File Explorer, on a Windows Server 2012 machine, I am able to create a new directory on a fresh disk without a problem. When running in the cmd-prompt with no special flagging, I get access denied trying to do something simple like 'mkdir' on the fresh device. Opening up security to allow 'everyone' write access to the device did no good. What did make it work was starting the cmd prompt to 'run as administrator'  at which point it is possible to use 'mkdir' to create a directory on the device. 

    I do have screen shots of each step as it was performed just to show I wasn't "cheating".

    Note that I made the device writable by anyone by changing the security attributes to understand what conditions led to this.  I plan on looking into the logs to see if there is an indication of an audit record of the Access denied and conditions.   I don't  recommend this to everyone but it is a sandbox on a restricted access environment and I had to prove a point to another member of the staff regarding the use of security privileges on a system (we both have admin privileges on our user-ids).

    Hello. I tried running as admin and changing the UAC as well as checking my general users security acces within the security of cmd.exe and yet still I have access denied. I really need help I need to use cmd for my comp sci class but it just won't let me access anything.

    I cannot access command prompt or anything else on my computer Win 10 as my administrator PIN is not recognised.

    I cannot access security or anything else as they all require an admin PIN.  this work OK a few days ago.

    I have tried every conceiveable suggestion on line to no avail. HELP ME!
