Try right-clicking on the setup.exe > Run as Admin.
If that does not work, try the Vista Hardware and Drivers Forum:

I amtrying to load HP Photosmart D71000 series. Keep getting error message:software cannot be installed using the 'Run as...' command. Guidance suggests logging on as user with admin priviledges. This was done and same message came up. Why?

Try this go into control panel click on programs not uninstall programs but the word programss under programs and features select run programs made for previous versions of windows then just follow directions. Hope this helps it worked for me.
I had to type the word programs in the search box on the start menu, then clicked on run programs made for previous versions (was fourth option down in the drop down list)
Thank you!

THIS WORKED FOR ME!!!! THANK YOU!
Running Windows Ultimate 7
I got the same error message while trying to install HP1514n Color Laserjet
"software cannot be installed using "Run as ...command"
Started Installation Process again by Removing and Replacing Disc in Ddrive
When Auto Play dialogue box appeared i chose "Open folder to view files"
Scrolled through list till i came to "HP setup" double clicked on same and it
opened up original Software disc Screen.
I chose "Express Install " then " Express USB" as i'm not on a network
and let disc take me through the remaining stages
When same error message reappeared i closed error message box and
installation continued successfully.
Ive tried this on two occasions and both times its worked.
I should mention that i only arrived at this solution after reading through
all of the various posts regarding this error message.
Thank you all
All the Best
