Need help with installing Microsoft directx

So whenever I try to install microsoft directx, (i download the dxwebsetup.exe from the website) and I try to run that .exe, I get an error, Error creating process <C:\Users\Kishan Patel\AppData\Local\Temp\IXP000.TMP\dxwsetup.exe>/ Reason: indows\system32\adcpack.dll

I then tried to go to where it said the error was being had, and I found a .exe called dxwsetup. I ran this, and got this error. 

I was unable to find either of those two error logs

    This is a moon-shot, but I would try this first.  Dave the downloaded dxwebsetup.exe file to your Desktop instead of running it from your temp folder.  Once it's on the desktop, right-click and "run as administrator" to launch the setup.

    I was hoping it was the privilege restriction of the temp folder causing the issue. But alas, moon shot did not pay off.

    Can you try the steps that the Micorosft Support engineer posted into this conversation?

    I have tried all of the steps that the engineer listed, however none of them seemed to work. I was getting the same errors that the man who posted the question initially said he was getting

    Installing in safe mode might help.

    Press F8 when booting up to start in safe mode.
