This issue may occur when the Windows Store components are corrupt. Please try the following method and check if it helps.
I would you to disable Norton temporarily by going to the settings in Norton. Check if the issue persists after disabling anti-virus. If not, the issue might be occurring due to a conflict with the anti-virus software.
And if the issue persists, leave the anti-virus disabled until you have re-registered the Store App.
***Important Note:***Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Re-register the Store App and check.
a. Press “Windows Key + Q” button from the keyboard.
b. Type “Command Prompt” without quotes in the search box.
c. On the left pane, right click on the “Command Prompt” option and select “Run as Administrator”.
