I had this issue on a 64-bit Windows 10 system. I installed Java 8 Update 77 x64. I had to set a new environment variable named JAVA_HOME. It's set to the Java JRE folder in the 'Program Files' directory. I then added a new entry to the PATH variable of "%JAVA_HOME%\bin". Here is what is bad: the JRE folder has the version in the name, so when I update Java, the JAVA_HOME variable will be broken. I'll have to engineer the install to update the variable, too.
