Error 5 when trying to install programs

First off I have read several posts on here and tried every solution I could find to no avail. 

When I try to install new programs on this computer running Windows 7 I get error 5, "Setup was unable to create the directory" C:/user/[username]/appdata/local/temp/...

I have all permissions to do this, even right clicking and trying to run the installer as admin does not work.

I have run system file checker, performance troubleshooter, I have updated windows and nothing works.

What can I do to fix this?

    I tried to remove the temp folder and create a new one, but there is a process I can't identify that uses it so I can't delete it.

    I have not tried to create the .temp thing that the installer wants, because I don't know if it is a file or a folder it wants.

    Sorry, I accidentally mixed English and Swedish, map is folder, so yes I mean folder. and the file it's trying to create is called something like lsmb.temp. So I assumed it was a file and not folder.

    The current installer I am trying to use wants to create a file in the temp map and gets denied. I did try to make a new temp map, but there is some process using it that I can not seem to find so windows will not let me remove the map.

    When we speak about the file system we commonly use these terms:

    • A drive (e.g. C:)
    • A folder or a directory (e.g. C:*Users*)
    • A file (e.g. C:\Manuals*Instructions.pdf*)

    "Map" is not a term used for the file system. Did you perhaps mean "folder"?

    There are several reasons why it is difficult to help you with your query, e.g.

    • In your initial post you reported this error message:

    "Setup was unable to create the directory"

    • In you second post you wrote

    "The current installer [..] wants to create a file in the temp map and gets denied."

    • Which is it, a directory or a file?
    • I asked you to try and create the folder manually. You never reported what happened when you tried.
    • You reported "windows will not let me remove the map". What is the exact file or folder you wish to delete? Why do you want to delete it?

    Well sort of, the current installer I am trying to use wants to create a file in the temp map and gets denied. I did try to make a new temp map, but there is some process using it that I can not seem to find so windows will not let me remove the map.
