Error 5 when trying to install programs

First off I have read several posts on here and tried every solution I could find to no avail. 

When I try to install new programs on this computer running Windows 7 I get error 5, "Setup was unable to create the directory" C:/user/[username]/appdata/local/temp/...

I have all permissions to do this, even right clicking and trying to run the installer as admin does not work.

I have run system file checker, performance troubleshooter, I have updated windows and nothing works.

What can I do to fix this?

    I started the installer a bunch of times without making any files, and yes there is a new file name each time.

    Ok, I did not have access to the computer for a couple of days but now that I have, I have done as you suggested, I made a file named as the error message I got from the installer told me, it seemed to work, I got longer and longer loading time of the installer before I got the error, so I made more and more files.

    Then suddenly I get the error almost immediately after starting the installer again.

    It's like the installer is randomly generating a name each time I start it but since it does not have the permission to create a file I get the error again. If this is the case it will not matter how many files I create I will always get the error.

    So what should I do next.

    What I suggested is not a work-around. It is a trouble-shooting step in order to find out what is going on. Eftersom du tvekar at följa mina förslag, jag föreslår att vi lämnar det och att du söker hjälp nån annanstans. Annars blir det lite för tråkigt.

    But this is a persistent problem, I can't have a computer where every time I want to install something I have to manually make files and folders in the temp folder.

    I am looking for a way to solve this not a workaround for this one one time.

    I tried to remove the tempfolderand create a new one, but there is a process I can't identify that uses it so I can't delete it.

    -> It is perfectly normal for some application to lock some file in the temp folder.

    I have not tried to create the .temp thing that the installer wants, because I don't know if it is a file or a folder it wants.

    -> Easy: Create a folder under the problem name, delete it, then create a file under that name.
