2018-02-10T00:50:11+00:00 Thanks Leviosar -- I'll see if I can get the kernel debugger going; most of the files exist (except the Reg.bak files!) so maybe I can recover my personal, unsaved data. From my perspective this happened during the last update as I continue my skepticism for unhardened kernels. Regardless, a lifeboat, restore exercise sits squarely in my line-of-sight.

2018-02-10T00:12:21+00:00 If this is happening to you on Windows 10 on or about January 2018, it’s very likely a strange conflict between: 1) a Windows hotfix/security patch (almost certainly Specter related), 2) an update in driver/USB decice change, and/or 3) antivirus is causing the error. The machine wont boot in Safe Mode with GUI either. BUT IT SHOULD BOOT TO SAVE MODE WITH COMMAND PROMT.
Hope this helps. I had to walk a customer theough these steps on the phone. Thank goodness they listened carefully and didn’t freeze up on me:

There's a possibility that issue is caused by boot device failure. You can check the possible solution from one of our advance support site on this link.
Regards.
