Since it still re-occurs, let's have it uninstalled on the Device Manager through the built-in admin and perform an update there. Let's see if this would resolve this. Here are the steps in turning on your built in admin:
- Click on Start button and type cmd.
- On the results, right click on cmd and click Run as administrator.
- Once the command prompt is open, key in net user administrator /active:yes and press Enter.
- Afterwards, key in shutdown /r and press Enter to restart the computer.
- After the computer restarts, you should be able to have an additional user profile named as Admin or Administrator which shouldn't require any password to access.
- Next, open your device manger and perform the steps that we performed on the previous post.
Note: Be advised that the Built-in Administrator is not advisable to be used like the usual user profiles on your computer as this is intended for troubleshooting only. After the troubleshooting, you can disable the built-in administrator by performing the same steps and change the value on the command prompt from net user administrator /active:yes to net user administrator /active:no and restart your computer.
If the issue persists, next would be performing an update to the last build release for 1709. You can perform the steps indicated on this link as a guide to ensure that you'll be able to get the latest update for your Windows 10.
