Disabling downloading updates from other PC's worked for me.
- Click Delivery Optimization in Update and Security settings
- TurnOFF allow downloads from other PC's
- Your Update should work again.

Disabling downloading updates from other PC's worked for me.
Try using the Windows Update repair tool from Microsoft.
Simple Bing search brings up a download link to Microsoft's troubleshooter tool.
Worked perfectly for me and I had the same issue after installing 1809.
SOLVED!
With Component Internet Repair 5.
Option Repair Windows / Automatic updates.
The first step would be to try resetting Windows updates using an automatic script. See:

Make sure you run the script as an administrator.
