Reset Windows 10 Stuck In Loop

I'm giving my Dell Inspiron Laptop with Windows 10 away, so I performed a "reset" to clean it up.

It has got stuck in a Loop, please see the image. I connected it to WiFi/Internet on the first occasion to allow it to update but it still goes to Boot when I click "Next" (bottom right).

I've done a safe boot (F12) but none of the available options work.

I need help please.

    Hi Patricia,

    Thank you for your reply. I am trying the solution from DaveM121 first, I will prepare a USB in the meantime.

    I don't understand "...delete the partition (s) intended to receive Windows 10" although that may become clear during the installation?

    Many thanks for your reply, that is very comprehensive, I have some good advice here that I will follow until the issue is resolved.

    I have one question for you at this stage, is the "...choose the exact version and bit rate for the target PC only" an option that I will see or do I need to find that information?

    By unchecking the box it will remove the pre-set for the PC you're using (if it's different) so you can choose your licensed Version and bit rate. This should be Pro/Home and 64 bit in most cases. If you have a different licensed version then just ask back.

    Hello,

    In certain cases, the install program may keep files from your former installation, which could then be found in Windows.old. But it is not the good way to proceed in my opinion.

    It's the reason why I recommend to delete partitions.

    Hope it is clearer.

    I'm very sorry that I haven't got back to you before now, for 24 hours I have been unable to Post in this Forum! I got a message in red, "Ooops, something went wrong, try again". I did everything - clearing cookies, closing and opening Chrome, trying Edge and rebooting my PC. Anyway, I hope that you will get this message.

    It's sorted!!!

    After trying the 'shorter' methods, my Laptop simply kept going around in circles, so I have followed your very detailed instructions in doing a complete clean install. Amazingly, it is running better than I can remember so, after backing up everything on my active Laptop (I'm using a new Desktop here), I went for it and did the same. It is 'flying' better than when I bought it a couple of years ago!

    Thank you for your help and to the other contributors for their support too.

    I have also learnt a lot from this exercise.
