I have reviewed the issue, and from my understanding, If the "Select date range" option is missing from the Date Modified filter in Windows 11 File Explorer, you can enable it by following these steps:
Enable Date Range Picker in File Explorer
o Press Win + E to open File Explorer.
o In the upper right corner, click on the Search box or select Search from the ribbon at the top (you may need to click on View > Show > Search box if it’s not visible).
o Click on the Search Tools tab in the ribbon.
o If you don’t see the Search Tools, click in the search box to activate it.
o Click on Date modified from the options available.
o You should see options for different ranges like Today, This week, etc.
o In the dropdown, look for Custom Range.... This should allow you to select a specific date range for your search.
If the Date Range Picker is Still Missing
If the above steps do not restore the date range picker, you may need to check the following settings or perform troubleshooting:
Solution 1: Reset Folder Options
o Press Win + E to open File Explorer, then click on the three dots in the upper right corner and select Options.
o In the Folder Options window, go to the View tab.
o Click on Reset Folders to reset the folder views.
o Click OK and then restart File Explorer or your computer.
Solution 2: Check Windows Updates
Make sure that your Windows 11 is fully updated, as Microsoft may release updates that fix issues with the File Explorer interface.

i try to go search tools, but i cant find data range picker, just appear today, this week, etc. the date range picker is still missing.
then
try solution 1 : Reset Folder Options, it still cant fix it.
try solution 2 : windows update has been fully update ( windows version 23H2, OS build 22631.4249 )
maybe have to wait, microsoft to release another update to fix this issues.
my another computer with lower version windows ( 23H2, OS Build 22631.4169 ), no problem with this issues.

o Press Win + R, type regedit, and press Enter.

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced
o Right-click in the right pane and select New > DWORD (32-bit) Value.
o Name it EnableDateRangePicker.
o Double-click on EnableDateRangePicker and set its value to 1.
o Close Registry Editor and restart your computer.
Final Notes
After performing these steps, check if the "Select date range" option appears in the Date Modified filter in File Explorer
