I have the same issues. They immediately began after updating my windows device to the latest update. Unfortunately, nothing will load in google chrome, including the settings and history tabs.

I'm on a desktop as well so I have no reason to have an efficiency mode, unless that efficiency mode was only active while I was tabbed out.
My running theory for why this is happening and why its only happening to chrome is because microsoft is trying to turn people away from chrome and towards edge. Which is really not a very good look for the company.
I don't know why we aren't able to just turn off efficiency mode on the main google chrome box in task manager instead of having to turn it off on every sub-process.
Ridiculous.
There better be a fix for this soon because this is unacceptable.

Only Brave Browser doesn't get cursed with Efficiency Mode bug... I wonder why. Please fix this bug Microsoft!
