No need to take the computer back to the store, this problem with Windows Defender is known, a fix should fix the problem definitively, my advice is to be patient, to regularly monitor the pc for updates.

This is a new laptop. For several days the Windows Security notification says "Actions recommended." When clicked, Defender reads Quick Scan Due. The dots move left to right but the scan doesn't happen--even after many hours and numerous restarts.
This pc is running Windows in S Mode. There is no option to manually run a scan.
Help!

Do you have optional updates available?
Two optional driver updates were downloaded and installed.
Alas, the issue persists.
I wonder if I should just take the laptop back to the store for a refund.

Do you have optional updates available? In the Windows update options window check the precense of the mention "See all optional updates"
I know that the Windows is in S mode If you perform a Quick scan from here do you get any error?
Update: Seen here https://docs.microsoft.com/en-us/windows/security/threat-protection/windows-defender-security-center/wdsc-windows-10-in-s-mode the antivirus is updated automatically on your version so no manual search to do. This is surely a minor bug, Check from time to time if updates are available via Windows update then see if in Start> Settings> System> Notifications and actions you can disable the notifications of Security center if available.
"Actions recommended" in the Notification Area, then "Quick scan due."
Click on "Scan now" followed by a red dot with a white X saying, "Quick scan due."
Then endless left-to-right moving dots.
Update repeatedly reminds me that I am update.
I am not offered 21H1.
Security Center is not an option in Notifications & Actions.
I guess all I can do, as you suggest, is to keep checking for Updates.
