User high CPU usage task manager

Hello! Each time I open up a game my CPU usage seems to spike from ~30-40% to 90%, and thats not from the game, its from the user tab, is this normal when having a game open? How do I lower my user CPU usage? I'll leave screenshots below to understand it more.

This is with no game open

Even while playing the game itself rarely goes over 30%, I dont think its normal that "user" is using 80% of CPU, it makes my whole windows extremely slow and so does it make my games, I remember I got this PC brand new, with this game on the highest settings I could smoothly go to 200fps, now I cant even keep stable 60 with this CPU usage issue.

    Unfortunately Task manager may show incorrect CPU usage if there are some minor incompatibilities in BIOS. Please check CPU load with Process Explorer. https://docs.microsoft.com/en-us/sysinternals/d...

    I downloaded the software you provided, but it says the same information as task manager, so its not task manager showing incorrect usage.

    Please sort the table by CPU column. Does system interrupts (DPC) create noticeable CPU load?

    There is some incorrect driver installed or driver conflict. Did you use some tools for driver installation such as DriverBooster, DriverEasy and so on? If yes, please reinstall correct drivers manually.

    And use third party LatencyMon tool to analyze a problem and show its results.
